Pebbles the Camel, No. 99002, is second in a series of five made in partnership witht he Buffalo Zoo.  There were only 2,000 reproduced. It's a replica of the original 1920's version made by All-Fair Toys and Games of Churchville, NY, the company where Herman G. Fisher of Fisher Price Toys began his career.
